How to build Georgiou, Terran Emperor
Georgiou lets you play on at zero life or less, and every one of your end steps that finishes there brings ten Officer tokens. This build spends your life to get there early, then keeps her on the battlefield, because losing her down there loses the game.

Every total is a minimum, because three of the cards have no price until Star Trek is released on 13 November 2026. Prices as of 24 October 2026.
The core list: 100 cards, 36 lands (29 basic), 18 creatures, average mana value 3.1. Mana sources: 40 black. Bracket floor 3 (Upgraded). How brackets work →
Star Trek reaches shops on 13 November 2026, and three numbers here wait on that date. Georgiou, Terran Emperor is one of five cards in the list that are new in the set. The Unicomplex and Khan, Vengeful Heart are two more, and U.S.S. Reliant, From Hell's Heart and Tea, Earl Grey, Hot are the last two. A Commander legality check refuses all five until release morning and accepts them from then on, with nothing in the list changed. Three of the five have no price anywhere yet, Georgiou among them, and the other two are listed at preorder prices, which usually come down once boxes are being opened. Every total on this page is short by those three and is a minimum. The bracket floor is the last one. The Game Changers list moves only with Wizards' bracket updates, never with a set's release, so no Star Trek card carries the mark yet, and if one of these five gets it at a later revision, the floor here goes up. One part of the page will not move at all: the rules about paying life, losing life and losing the game at zero are old ones, and Georgiou rewrites only the last.
What the deck is for. Georgiou is a 4/6 for with two lines of text. The first says you don't lose the game for having 0 or less life. The second takes 3 life from you as each of your end steps begins, draws you a card, and then, if your total has reached 0 or below, puts ten 1/1 red Officer tokens onto the battlefield. So the life total in this deck is not something to defend. It is a stock to run down, and the list has three jobs: run it down early enough that the Officers start while the game is young, turn those ten bodies into damage, cards and mana every turn, and keep Georgiou on the battlefield, because once you are under zero she is the only reason you are still playing.
From 40, Georgiou alone needs fourteen end steps, so the list spends the rest
Left to herself she is slow. Starting from 40 she takes you to 1 over thirteen of your end steps and only makes Officers on the fourteenth. Her trigger checks after taking its own 3, though, so you never have to reach zero yourself. Begin an end step on 3 or less and the Officers arrive that same turn. Everything above 3 is life to get rid of, and most of this list exists to get rid of it.
Infernal Contract draws four for and takes half your life, which is 20 from a full 40. Black Market Connections can charge up to 6 a turn for a Treasure, a card and a 3/2 changeling. Necropotence turns any amount above zero into cards at one life each, and Bolas's Citadel lets you pay for spells off the top of your library with life instead of mana. Toxic Deluge clears the table at a price you choose. Dark Confidant, Phyrexian Arena, Bitterblossom, Night's Whisper, Read the Bones and Castle Locthwain chip at the same total from turn two onwards, and Vilis, Broker of Blood draws a card for every point any of them takes, Georgiou's 3 included.
Two of these can wait for the end step itself. Necrologia can only be cast during your end step, and Ad Nauseam is an instant, so with Georgiou's trigger already on the stack either one takes you from comfortable to under 3 before the trigger resolves. Pay first, then let her count. The sequencing rule runs one way only: none of this happens before she is on the battlefield. Without her, 0 life ends your game exactly as it always has, and sitting at 6 before she lands invites any opponent with an attacker to finish the job.
Paying life stops at zero, and losing it stops costing anything
Magic uses two different verbs here, and Georgiou splits the list down the middle by them. A card that tells you to pay life wants life you have, and the rules only let you pay an amount above 0 when your total is at least that much. At 0 or below you can pay nothing. A card that tells you to lose life wants nothing from you, so it works at any total, and under zero the loss is free.
That turns several of the strongest cards here into early-game cards. Necropotence stops drawing the moment you cross. Bolas's Citadel can no longer cast anything with a mana value above 0, although it still shows you the top card, still lets you play a land from there, and keeps its last ability, which asks for no life at all. Toxic Deluge can only be cast for 0, Snuff Out needs its four mana, and Vilis can no longer shrink a creature. Arguel's Blood Fast stops drawing too, which is fine, because at 5 life or less it turns into Temple of Aclazotz at your next upkeep anyway.
The other half gets better. Ad Nauseam, Dark Confidant, Phyrexian Arena, Black Market Connections, Bitterblossom, Castle Locthwain, Grim Tutor, Reanimate, Feed the Swarm, Infernal Grasp, Dark Prophecy and Plumb the Forbidden all charge life, and below zero they charge it in a currency you have stopped needing. Black Market Connections becomes a Treasure, a card and a 3/2 every turn for nothing. Plumb the Forbidden sacrifices as many creatures as you like and draws one card for each, plus one. Dark Prophecy draws a card whenever a creature of yours dies, which is ten cards a turn once the Officers start going. Ad Nauseam becomes as much of your library as you care to take, with one warning: Georgiou draws at every end step, and drawing from an empty library loses the game whatever your life total says, so leave some cards behind.
Bolas's Citadel, Mirkwood Bats and Revel in Riches all count to ten
Ten is the number to build around, and a handful of black cards ask for exactly that many. Bolas's Citadel's last ability sacrifices ten nonland permanents to make each opponent lose 10 life. One end step's worth of Officers pays for it, and the Citadel can count itself as one of the ten if a token has gone missing.
Mirkwood Bats triggers once for every token you create, so ten Officers arriving together cost each opponent 10 life before anything has attacked, and it triggers again for every one of them you sacrifice later. Bloodletter of Aclazotz makes opponents lose twice as much life during your turn, and your end step is still your turn, so with both out the arrival alone takes 20 from every opponent.
Revel in Riches wins the game at your upkeep if you control ten or more Treasures. Pitiless Plunderer makes a Treasure whenever another creature of yours dies, so sacrificing all ten Officers during the opponents' turns, to Carrion Feeder, Viscera Seer, Woe Strider or Ashnod's Altar, meets the count before your next upkeep. Revel makes Treasures of its own when opposing creatures die, and Grave Pact, Dictate of Erebos and Butcher of Malakir supply those as the Officers go.
U.S.S. Reliant, From Hell's Heart becomes a 4/3 flying artifact creature at ten charge counters, and its station ability taps another creature to add counters equal to that creature's power. Ten 1/1 Officers are ten counters in one main phase. It returns a creature card with mana value 4 or less from your graveyard to the battlefield as it enters, and again with every hit on a player once it flies. Skullclamp is the plain version of all this: to equip, the Officer dies to its own -1 toughness, and you draw two. Eldrazi Monument is the version that attacks, ten 2/2 fliers that can't be destroyed, and the creature it asks you to sacrifice at each upkeep is an Officer.
If Georgiou leaves while you are under zero, nothing can bring her back in time
Her first line works only while she is on the battlefield. If she leaves while your total is 0 or less, the game checks life totals before anyone can cast or activate anything, and you lose. That decides what kind of protection belongs here. Anything that returns her afterwards, Feign Death or Kaya's Ghostform or simply recasting her from the command zone, comes too late, because its trigger is still waiting when that check happens. So the protection in this list all works before removal resolves.
Lightning Greaves and Swiftfoot Boots stop targeted removal and targeted theft, and theft counts as removal here, because an opponent who gains control of Georgiou also takes her first line. Darksteel Plate and Mithril Coat make her indestructible, and Mithril Coat has flash and attaches itself to a legendary creature as it enters, so it can arrive in answer to a destroy spell. Eldrazi Monument makes her indestructible as well, along with every other creature you control. None of the equipment stops a sweeper that exiles or returns permanents to their owners' hands. For that there are two answers: climb back above zero, which is the next section, or have Platinum Angel out. It says you can't lose the game at all, so it covers Georgiou leaving, and it also covers 21 commander damage and ten poison counters, which she does not. The price is a 4/4 artifact creature for seven that is easier to remove than she is.
Lich's Mastery looks like a second copy of the same protection and is worse than none. It loses you the game the moment it leaves the battlefield, at any life total, and every point of life you lose makes you exile a permanent or a card, so Georgiou's 3 alone eats three things a turn.
Blood Artist and Falkenrath Noble are the way back above zero
The other way to survive removal is to stop being below zero for a moment. If your total is above 0 when Georgiou leaves, nothing happens to you, and the list can get you there at instant speed. Blood Artist and Falkenrath Noble each gain you 1 life whenever any creature dies, and Carrion Feeder, Viscera Seer, Woe Strider and Ashnod's Altar sacrifice a creature without needing mana. With one of the pair out, every Officer you sacrifice in response to a removal spell is a point of life, and with both it is two. Vampiric Rites, Temple of Aclazotz and Tea, Earl Grey, Hot add a little more.
That makes how deep you sit a decision rather than an accident. At -4 with five Officers and Blood Artist, a destroy spell is survivable. At -30 with the same board it is not. Every point of loss down there is free, so Ad Nauseam and Plumb the Forbidden make it tempting to keep digging. Dig when Georgiou is protected or Platinum Angel is out, and stay shallow when she is exposed and an opponent has mana open.
The same gain works against you the rest of the time. Sacrifice ten Officers to Bolas's Citadel with both drainers out and you gain 20, which can lift you back over zero and cancel the next end step's Officers, so count before you sacrifice. It is also why three cards a black sacrifice deck usually plays are missing. Zulaport Cutthroat gains you whatever every opponent lost, 3 a death at a four-player table, so ten Officers would hand you 30. Gray Merchant of Asphodel gives you back everything it drains. Sheoldred, the Apocalypse gains you 2 for every card you draw, and Georgiou draws one at every end step before anything else this list draws.
Toxic Deluge for five spares a commander with six toughness
Georgiou's toughness is the number to know before casting a sweeper. Toxic Deluge gives every creature -X/-X for X life, and at 5 it clears everything with toughness 5 or less while she keeps 1 toughness and stays. Massacre Wurm shrinks only the opposing creatures, and each one it kills costs its controller 2 life. There is no Damnation here, because a sweeper that destroys every creature destroys her as well, and below zero that loses you the game on your own turn. Cast Toxic Deluge while you are still above zero: X is a life payment, so under zero X can only be 0.
Thirty-six lands for a six-drop, and the Officers turn into mana
One colour makes the colour question easy. Forty black sources give 98.7% to have a black mana by turn two and 94.2% to have two of them by turn three. The real question is reaching six mana early for Georgiou, and Sol Ring, Arcane Signet, Mind Stone, Thought Vessel, Fellwar Stone, Charcoal Diamond and Wayfarer's Bauble do that the ordinary way, with Cabal Coffers, Urborg, Tomb of Yawgmoth and Crypt Ghast for the large late turns. Once the Officers arrive they are mana as well: Phyrexian Tower turns one into , Ashnod's Altar into
, and Pitiless Plunderer leaves a Treasure for each. Thought Vessel earns its slot twice, because Georgiou and the draw spells fill a hand faster than seven allows. Of the 36 lands, only Bojuka Bog comes in tapped every time.
Necropotence, Bolas's Citadel and Ad Nauseam set the floor, and all three spend life
Those three are on the Game Changers list, and three is as many as bracket 3 allows, so this build's floor is bracket 3. They share a reason for being here: each converts life into cards faster than anything else in black, and life is the one resource this commander wants gone. Nothing in the list destroys lands en masse or takes extra turns. Georgiou herself carries no Game Changer mark today. If she or another Star Trek card in the list gets one at a later revision, a fourth mark would push the floor to 4.

Bracket 2 draws with sorceries instead, and bracket 4 adds tutors that only charge life
The budget rung brings the total from at least $569.89 down to at least $166.12, and it takes 17 swaps to do it, because the core list's money is spread over many mid-priced cards rather than sitting in a few expensive ones. The three Game Changers go first, so this rung sets no bracket floor. Promise of Power, Peer into the Abyss and Sign in Blood take over from Necropotence, Bolas's Citadel and Ad Nauseam, and Bitterblossom becomes Ambition's Cost. All four still draw cards and charge life, so the descent still happens, but in fixed steps at sorcery speed rather than in whatever amount suits the end step. Peer into the Abyss is the large one, half your library for half your life.
Urborg, Tomb of Yawgmoth, Cabal Coffers and Phyrexian Tower give way to three cheap lands that enter tapped, and Crypt Ghast to Burnished Hart, so the late turns are smaller. Bloodletter of Aclazotz becomes Vindictive Vampire and Torment of Hailfire becomes Bastion of Remembrance, which means each Officer's death still costs the table life, one point at a time, and also gives you a little back for the climb above zero. Grave Pact, Dictate of Erebos, Revel in Riches, Grim Tutor, Diabolic Intent, Deadly Rollick and Mithril Coat make room for Fleshbag Marauder, Morbid Opportunist, Pestilence, Dusk Legion Zealot, Phyrexian Rager, Bloodchief's Thirst and Whispersilk Cloak. Pestilence is the rung's sweeper and its finisher at once, and Georgiou's toughness sets its limit: five activations in a turn kill everything with toughness 5 or less and take 5 from each opponent, and a sixth kills her. The rung keeps the cards the plan rests on: Black Market Connections, Necrologia, Plumb the Forbidden, Mirkwood Bats, Platinum Angel, Blood Artist and Falkenrath Noble, and every piece of equipment except Mithril Coat.
The bracket 4 rung costs at least $1,258.16 and runs ten Game Changers, seven of them new: The One Ring, Mana Vault, Ancient Tomb, Demonic Tutor, Vampiric Tutor, Imperial Seal and Orcish Bowmasters. Several suit Georgiou better than they suit most commanders. Vampiric Tutor and Imperial Seal make you lose 2 life rather than pay it, so below zero each is a one-mana tutor with no drawback. The One Ring's upkeep loss grows by one every turn, which stops mattering once you are under zero while its card draw keeps growing. Ancient Tomb and Mana Vault both deal damage to you, so the fast mana pays down the life total at the same time. Phyrexian Altar turns each Officer into a mana of any colour, and Culling the Weak turns one into four black, so a single end step's tokens pay for most of the next turn. Wayfarer's Bauble, Charcoal Diamond, Go for the Throat, Read the Bones, Night's Whisper, Woe Strider, Liliana's Standard Bearer, Deadly Dispute and one Swamp make room. This is a list for a table that is also bringing tutors and fast mana, and a slower pod will meet Georgiou a turn or two early, with protection on her already.

FAQ
What happens if Georgiou, Terran Emperor dies while I am at 0 life or less?
You lose the game at once. Her first ability stops applying as she leaves, and the game checks life totals before anyone can cast or activate anything, so a card that would return her, or recasting her from the command zone, comes too late. Protect her before removal resolves with Lightning Greaves, Swiftfoot Boots, Darksteel Plate or Mithril Coat, or get back above 0 in response by sacrificing Officers with Blood Artist or Falkenrath Noble on the battlefield.
Do I have to be at 0 life before my end step to get the Officers?
No. Georgiou's trigger takes its 3 life first and checks afterwards, so beginning your end step on 3 or less is enough. Necrologia and Ad Nauseam can also be cast while the trigger waits on the stack, which lets you decide on the spot.
Can I pay life for Necropotence when I am below 0?
No. You can only pay an amount of life up to your current total, so at 0 or less every pay-life cost above 0 is out of reach, including Necropotence, casting from the top with Bolas's Citadel and Toxic Deluge. Cards that make you lose life, such as Ad Nauseam, Dark Confidant and Black Market Connections, keep working and cost you nothing.
Does Georgiou stop commander damage or poison counters from killing me?
No. She only covers a life total of 0 or less, so 21 combat damage from one commander, ten poison counters or a draw from an empty library still ends your game. Platinum Angel covers all three while it stays on the battlefield, and the Officers help with the first, since ten new blockers arrive at every one of your end steps.
Does Mirkwood Bats trigger ten times when Georgiou makes her Officers?
Yes. It triggers once for each token you create, so ten Officers arriving together make each opponent lose 10 life. Bloodletter of Aclazotz doubles that to 20, because your end step is still your turn.
When can I play Georgiou, Terran Emperor in Commander?
Georgiou can lead a deck from release day, 13 November 2026. The Unicomplex and Khan, Vengeful Heart wait for the same morning, and so do U.S.S. Reliant, From Hell's Heart and Tea, Earl Grey, Hot. Every other card in the list can be played today.
How much does it cost to build Georgiou, Terran Emperor?
Taking the lowest price any paper copy sells for, at least $569 for the core list, $166 for the budget rung and $1,258 for the bracket 4 rung. Georgiou has no price yet, and neither has U.S.S. Reliant, From Hell's Heart or Tea, Earl Grey, Hot, so each total leaves those three cards out.
What bracket is a Georgiou, Terran Emperor deck?
This build's floor is bracket 3, set by Necropotence, Bolas's Citadel and Ad Nauseam, the three Game Changers it runs. The budget rung drops all three and has no floor, and the bracket 4 rung takes the count to ten. No Star Trek card has been marked as a Game Changer yet, so if Georgiou or one of her set mates is marked later, this build would need to drop a card to stay at 3.
