How to build Jean-Luc Picard, Luminary
Picard draws whenever an artifact, legend or Saga costing three or more lands on your side, and the second card you draw in any turn charges a Spacecraft. This list is built to find that second card on every player's turn, so its ships fill up without a creature tapping for them.

The core list: 100 cards, 36 lands (9 basic), 17 creatures, average mana value 3.3. Mana sources: 28 white, 27 blue, 25 red. Bracket floor 3 (Upgraded). How brackets work →
Every number below waits on a box that is not on sale yet. Star Trek Commander goes on sale on 13 November 2026. Until that date Picard and fifteen other cards in this list count as unreleased, and a deck checker will turn all sixteen away. Nothing about that is a ban, and it clears by itself on release day. Older cards that the set reprints already show as playable, because legality is tracked against the card and never against the product it comes in. Money is the second soft spot. Fifteen of the sixteen have no market price at all, so every total here counts only eighty five of the hundred copies and is a floor under the real price. U.S.S. Enterprise-D, Galaxy-Class is the one new card with a figure, $31.32, and that is a preorder price of the sort that usually drops once the product is opened. Every other card is costed at its cheapest paper printing. The bracket is the third. The core list sits at 3 because it runs Rhystic Study, The One Ring and Teferi's Protection, and nothing from Star Trek carries the Game Changer tag yet. Wizards edits that list at bracket updates, not when a set ships, and a commander who draws off half his own deck is a candidate for the next revision, so read the 3 as the lowest this list will ever be.
What the list is for. Picard costs and is a 2/4 with no reason to attack. His first ability draws a card whenever another artifact, legendary permanent or Saga with mana value three or more enters under your control, and 37 of the 99 cards here are one. His second, Seek out, triggers the first time in a turn that you draw your second card, on anybody's turn. It gives another creature a +1/+1 counter and a Spacecraft two charge counters. So the deck has three jobs. Make as many permanents as possible pay out a card, draw twice on turns that belong to other people, and spend the counters on nine Spacecraft that become flying threats and removal without needing a creature to tap for them.
A three mana rock draws a card here, and a Talisman does not
The draw has two tests and a permanent has to pass both. It must be historic, meaning an artifact, a legendary permanent or a Saga, and its mana value must be three or more. The first test is generous. Every planeswalker is legendary, so all four in this list count, and most of the named characters in this set are legendary as well. The second test is the one that shaped the list.
Sol Ring, Arcane Signet, Talisman of Conviction and Talisman of Creativity make mana and nothing else. Chromatic Lantern, Coalition Relic and Commander's Sphere make mana and draw a card on the way in, and Thran Dynamo and Hedron Archive do the same a mana higher. That settles the order you play them in. The cheap ones are there to put Picard down on turn three, so they go first. The three mana ones are worth more after him than before him, because the same three mana then buys a card as well. With a Talisman and a Coalition Relic in the opening hand, play the Talisman on turn two, Picard on turn three and the Relic on turn four, where it replaces itself.
Tokens never pass the second test. A Treasure, a Clue, an Officer or a Pilot has no mana cost, so its mana value is zero and it arrives without a word from Picard. A token that copies a card is the exception, because the copy keeps the cost it copied. Starfleet Communicator copies itself as you cast it, both the card and the token are three mana artifacts, and so one spell lands twice and draws two.
Seek out fires once a turn, and every player's turn counts
On your own turn the trigger is close to free. The draw step is the first card and the first historic three drop you play is the second, so the counters go out in your first main phase without any planning. On anybody else's turn you begin at zero and need two draws, and most of the card draw in this list was picked because it can find both while somebody else is playing.
Mr. Spock, Science Officer turns every draw into two, so with him out a single draw on any turn is enough, and your own draw step triggers it before you have played a land. Alhammarret's Archive does the same for every draw except the first one of your draw step. The One Ring draws two on its second activation and Shorikai, Genesis Engine draws two for one mana, both at instant speed. Hedron Archive sacrifices for two at the end of an opponent's turn, and Ghostly Flicker aimed at two three mana artifacts is two arrivals and so two cards from a single spell.
Jhoira, Weatherlight Captain is the quiet engine. She draws when you cast a historic spell and Picard draws when it lands, so a single three mana artifact is two cards on its own. Raff Capashen, Ship's Mage lets you cast historic spells as though they had flash, which moves that pair onto other people's turns. Lieutenant Commander Data and Spock, Logical Choice each draw one card at instant speed, half a trigger by themselves and a whole one beside Rhystic Study or Mystic Remora.
That is why the list carries fifteen dedicated draw cards when the card draw guide on this site puts a commander who draws on his own at five to seven. The count that matters for Picard is draws per turn rather than cards per game, and four turns in a round with two draws each is four Seek outs instead of one.
The counters go onto ships, and no creature has to tap for them
A Spacecraft normally fills up by station, which taps one of your other creatures at sorcery speed and adds charge counters equal to its power. Seek out adds two to any Spacecraft you choose, on any turn, and taps nothing. Two counters is not much against the numbers printed on these ships, which is why Lt. Cmdr. Geordi La Forge is in the list. He doubles every charge counter put on an artifact you control, so each Seek out becomes four.
From there the ships come online quickly. U.S.S. Enterprise-A, Free Spirit and Warmaker Gunship fly at six. U.S.S. Enterprise-D, Galaxy-Class and The Seriema fly at seven, Inspirit, Flagship Vessel and Uthros Scanship at eight. Dawnsire, Sunstar Dreadnought deals 100 damage to a creature or planeswalker every time you attack once it holds ten, which is three Seek outs with Geordi out, and becomes a flying 20/20 at twenty. Starship Enterprise needs sixteen and brings its own engine, four counters for every land you play, so a fetch land is eight counters before Geordi and sixteen after.
Inspirit adds a second stream. Once it holds a single counter, the start of combat on each of your turns puts two charge counters on another artifact, and at eight it gives every other artifact you control hexproof and indestructible, which covers most of this deck. Station still has its uses, and Picard is the best creature to do it with. He has 2 power, gains nothing by attacking, and loses none of his abilities by being tapped.
Point your own turn's counters at the Enterprise-D
U.S.S. Enterprise-D, Galaxy-Class exiles your top card the first time in a turn that charge counters go onto it, and you may play that card the same turn. On your own turn that card is always usable, as a land drop or a spell at sorcery speed. On anybody else's turn you can only cast it if it is an instant, has flash, or is historic with Raff Capashen out, and a land exiled then is simply lost. So the Seek out on your turn goes to the Enterprise-D, and the ones on other turns go to ships that only care about the total, Dawnsire and Starship Enterprise first.
Its trigger counts once a turn, so do not feed it twice. If Seek out has already charged the Enterprise-D this turn, Inspirit's two counters belong on a different ship.
Blink what arrived for its trigger, never a ship you have charged
Teleportation Circle, Ghostly Flicker and Restoration Angel exile a permanent and bring it straight back as a new object. Picard sees a fresh arrival and draws again, and the permanent's own enter ability fires again. Every counter on it is gone, though, so the rule for all three is the same. Blink whatever did its work on the way in, and leave the fleet alone.
The good targets are The Seriema, which searches for a legendary creature again, U.S.S. Enterprise-A for three more Officers, Uthros Scanship for two more cards, Meteor Golem for another nonland permanent and Solemn Simulacrum for another land. Teleportation Circle does it at the end of every turn of yours, so a Seriema under it is a tutor and a card each turn. Restoration Angel can only take creatures, which keeps it off an uncharged ship without any care on your part.
Below their thresholds the ships are not creatures, so sweepers spare them
A Spacecraft is an artifact first and only turns into a creature at the number printed on it. Supreme Verdict destroys every creature on the table and leaves a Dawnsire on nine counters exactly where it was. Austere Command does the same when you pick its two creature modes. Picard dies with everything else and costs two more to bring back, but the counters he spent the last few turns putting on the fleet are still there when he returns.
White is the tight colour, and turn three belongs to Picard anyway
Counting the rocks that make coloured mana alongside the thirty six lands, the list has 28 white sources, 27 blue and 25 red. Red is the lightest on purpose, because only nine cards ask for it and none of them asks twice. On the play each colour shows up by turn two better than nine times in ten, and by turn three the odds are 96 percent for white, 95 for blue and 94 for red. Picard needs all three at once, which is a little lower than any one of them, and that is the case for Command Tower, Exotic Orchard and Arcane Signet over a fourth basic.
The double pips are where the base gives ground. History of Benalia and The Seriema cost , and twenty eight white sources find the second white by turn three 78.5 percent of the time. That would be a real problem in a deck that wanted them on turn three. This one wants Picard on turn three, so they are turn four plays, and by then the figure is 83.7 percent. Mr. Spock, Science Officer is the blue equivalent at
, castable on turn four in 81.8 percent of games. Twenty four lands enter untapped, ten more do so under a condition that is usually met, and only Path of Ancestry and Raugrin Triome always come in tapped.
Five of the lands count twice for Starship Enterprise. Flooded Strand, Scalding Tarn, Arid Mesa, Prismatic Vista and Fabled Passage each enter and then put a second land onto the battlefield, and Burnished Hart does the same with two basics at once.

The budget rung keeps all nine ships and gives up the instant speed draws
Both rungs leave the same three things alone: Picard, the nine Spacecraft and Lt. Cmdr. Geordi La Forge. What moves is how reliably the deck draws on other people's turns, and how fast it gets Picard down.
Fifteen swaps make the budget rung, and they bring the price down from at least $555 to at least $153. Eight of them are lands. Four fetch lands, the two Battlebond duals, Raugrin Triome and Inventors' Fair leave, and Evolving Wilds, Terramorphic Expanse and Myriad Landscape come in, so Starship Enterprise still gets two landfall triggers out of a single land drop, and three from the Landscape. The price is tempo. Six lands now always enter tapped instead of two.
The other seven are where the deck feels it. The One Ring, Rhystic Study, Mystic Remora and Alhammarret's Archive were four of the best ways to draw twice on an opponent's turn, and their replacements each do part of the job. Mind's Eye pays one mana for a card whenever an opponent draws. Arcane Encyclopedia draws one at instant speed for three. Think Twice is two draws from one card if you cast it and flash it back in the same turn, which is exactly a Seek out. Tezzeret's Gambit draws two on your own turn and proliferates, which adds a charge counter to every ship that already has one. Mr. Spock, Science Officer, Jhoira, Weatherlight Captain and Raff Capashen, Ship's Mage all stay, so the off turn triggers still happen, only less often. Teferi's Protection becomes Boros Charm, whose indestructible mode covers the fleet against a sweeper. With no Game Changers left, nothing in the list pushes it above bracket 2.
Going the other way costs eleven swaps and at least $1,238, and carries twelve Game Changers. Mana Vault, Chrome Mox and Ancient Tomb can put Picard down on turn two, which makes every three mana artifact a card one turn sooner. Mana Drain, Fierce Guardianship and Force of Will keep him there, and with Picard out the Guardianship is free. Cyclonic Rift takes the place of Supreme Verdict. Consecrated Sphinx is the card this commander would most like to have, because two draws whenever an opponent draws one is a Seek out on every opponent's turn with nothing else required, and the only thing keeping it out of the core list is its Game Changer status. Urza, Lord High Artificer taps your uncharged ships for blue mana while they wait for counters. Three of the cuts are new Star Trek cards with no price yet, so the step up will cost a little less than the gap between the two totals suggests. Bring it to a pod that plays free counterspells and turn one rocks, and never to one that sat down expecting the core list.

FAQ
Is Jean-Luc Picard, Luminary legal in Commander yet?
Not until 13 November 2026, the release date of Star Trek Commander. He is unreleased rather than banned, so any checker that refuses him before then is only reading the calendar. Fifteen more cards from the set become playable alongside him.
Does a Treasure token draw a card with Jean-Luc Picard, Luminary?
No. A Treasure has no mana cost, so its mana value is zero, and Picard only draws for historic permanents with mana value three or more. Clues, Food and every Officer token miss for the same reason. A token that copies a card keeps that card's mana cost, so the token Starfleet Communicator makes of itself does draw.
Do planeswalkers count as historic for Jean-Luc Picard, Luminary?
Yes. Every planeswalker is legendary, and legendary permanents are historic, so any planeswalker with mana value three or more draws a card as it enters. The four in this list cost four or five.
Does Seek out trigger on an opponent's turn?
Yes. It triggers the first time you draw a second card in any turn, whoever's turn it is. On your own turn the draw step supplies the first card. On anyone else's turn you need two draws, which is what Mr. Spock, Science Officer, Shorikai, Genesis Engine, The One Ring and Hedron Archive are in the list to provide.
Which Spacecraft work best with Jean-Luc Picard, Luminary?
The three mana legendary ones, because they draw a card as they arrive and need few counters. U.S.S. Enterprise-D, Galaxy-Class, The Seriema and Inspirit, Flagship Vessel all cost three and all fly by eight counters. Dawnsire, Sunstar Dreadnought is the best home for counters placed on other players' turns, since its attack trigger turns on at ten and nothing about it cares when the counters arrived.
Can Jean-Luc Picard, Luminary and Captain Jean-Luc Picard be in the same deck?
Yes. The legend rule only looks at names, and these are two different names, so both can be on the battlefield together. Captain Jean-Luc Picard is in this list because it makes an Officer whenever you cast a creature or Spacecraft spell, and tapping seven Officers puts a Spacecraft from your library onto the battlefield with seven charge counters.
How much does this Jean-Luc Picard, Luminary deck cost?
At least $555 for the core list, with every card bought at its cheapest paper printing. That is a floor, because fifteen of its Star Trek cards are still unpriced. For at least $153 the budget rung keeps all nine ships, while the bracket 4 version needs at least $1,238. Expect the new singles to fall once the product is opened.
