Silverquill Statement precon upgrade guide

Six cards in this box tax or forbid attacks at you and three make a creature attack someone else, which is the wrong way round for a commander that pays out on attacks.

Breena, the Demagogue draws a card for any player who attacks one of your opponents and puts two +1/+1 counters on a creature you control, as long as the player attacked has more life than another of your opponents. The box builds the half of that deal that keeps you safe. Ghostly Prison and Windborn Muse each charge {2} per attacking creature. Nils makes creatures with counters pay {X} to attack you, Orzhov Advokist trades each player two counters for a turn without attacks from them, Promise of Loyalty and Vow of Duty stop the creatures they touch from attacking you at all, and Combat Calligrapher does it for Inklings. Against that, three cards make a creature attack somebody else: Bloodthirsty Blade, Martial Impetus and Parasitic Impetus all goad. A goaded creature attacks each combat if it can and has to pick a player other than whoever goaded it. Curse of Disturbance gives a Zombie to me and to every opponent who attacks the player it enchants. That's four reasons to attack an opponent against six reasons to leave you alone.

The mana is the second finding. Seven of the 40 lands always enter tapped, and 13 spells want two white pips against 29 white sources, which gives {W}{W} by turn three 80.4% of the time on the play. All prices on this page are October 2026 market prices for the cheapest released printing, sometimes a promo.

What are the best Silverquill Statement upgrades?

Eight swaps for $4.04 in total, and five of them are spells. In the order I'd buy them:

  1. Coercive Impetus ($0.32). A goad Aura for {2}{B} that gives +1/+1 and draws me a card, at 1 life, every time its creature attacks. It's the only goad Aura here that draws its owner a card.
  2. Killian, Decisive Mentor ($0.78). Every enchantment I control entering taps a creature and goads it, and he draws a card when a creature wearing one of my Auras attacks. The upgraded list has 11 enchantments that can trigger him, argued in the goad section.
  3. Night's Whisper ($0.23) and Talisman of Hierarchy ($0.40). Two cards for {1}{B} at 2 life, and a two-mana rock that makes {W} or {B}.
  4. Swords to Plowshares ($0.98). Exile a creature for {W} at instant speed, with no attack needed first. The box's other answers include Utter End at four mana, Oblation at three, which gives the owner two cards, and Soul Snare and Stalking Leonin, which only hit an attacker.
  5. Isolated Chapel ($0.22), Shineshadow Snarl ($0.18) and Concealed Courtyard ($0.93). Three Orzhov duals that usually enter untapped, argued in the mana section.

The goad cards go on their creatures, not mine

A normal deckbuilder looks at Bloodthirsty Blade, Martial Impetus, Parasitic Impetus and Curse of Disturbance and sees single-creature attachments in a deck with 28 creatures. None of them goes on a creature of mine, and Curse of Disturbance goes on a player. Bloodthirsty Blade has no equip ability for my own creatures. Its {1} ability attaches it to a creature an opponent controls, at sorcery speed, and I keep control of it there, so I can move it every turn to whichever opponent's creature suits. Martial Impetus and Parasitic Impetus are Auras I put on an opponent's creature. Parasitic Impetus makes that player lose 2 life and me gain 2 each time it attacks, which moves the life totals Breena reads.

Killian turns the Aura slot into a plan. His first ability triggers on any enchantment I control entering, and the upgraded list has 11 of them: Cunning Rhetoric, Citadel Siege, Ghostly Prison, Martial Impetus, Soul Snare, Vow of Duty, Curse of Disturbance, Parasitic Impetus, Duelist's Heritage, Debtors' Knell and Coercive Impetus. Each taps up to one creature and goads it. The second ability draws me a card when any number of creatures wearing an Aura of mine attack, once per combat. Coercive Impetus is the card that fits both, a goad Aura that draws on its own and again off Killian.

Citadel Siege reads as a single-creature buff only in Khans mode. In Dragons mode it taps one of an opponent's creatures at the beginning of combat on that opponent's turn, which keeps one attacker home every turn.

Breena counts life totals, not attacks

Everyone starts a Commander game at 40, so the first attack on an opponent can't trigger Breena unless a life total has already moved. The attacked player has to have more life than another of my opponents, and an attack on the lowest-life opponent never triggers her. When the attacker is an opponent with less life than the player attacked, the condition is met. So the cards that move life totals do double duty. Parasitic Impetus drops the goaded player by 2 on each attack. Swords to Plowshares gives the exiled creature's controller life equal to its power, so exiling a big creature raises that opponent's total and can put them ahead of another opponent on life.

The card goes to whoever attacks. When a goaded creature attacks an opponent who is ahead on life, its controller draws and I put two counters on a creature. That's a fair price when the counters go on a flier, and 13 creatures in the deck have flying, Breena included. Felisa, Fang of Silverquill and Elite Scaleguard care about counters too: Felisa makes tapped Inklings when a nontoken creature of mine with counters dies, and Elite Scaleguard taps a defender's creature when one with a counter attacks.

Three tapped lands make way for three that mostly aren't

Barren Moor and Bojuka Bog enter tapped and tap for {B}, and Moor cycles for {B}. Bojuka Bog also exiles a graveyard on entering, which is the zone Debtors' Knell reanimates from. Myriad Landscape enters tapped and taps for {C}, and for {2} and itself it puts two basic lands that share a type onto the battlefield tapped. All three come out.

In their place go Isolated Chapel (enters untapped if I control a Plains or a Swamp), Shineshadow Snarl (untapped if I reveal a Plains or Swamp card from hand) and Concealed Courtyard (untapped if I control two or fewer other lands). The list keeps 24 basics, so the Chapel is untapped once a basic is out. The Courtyard is untapped through the third land drop and tapped after that.

Always-tapped lands go from seven to four, and the four left are Temple of Silence, Silverquill Campus, Orzhov Basilica and Secluded Steppe. White sources go from 29 to 32 and black from 26 to 27, with Talisman of Hierarchy counted as one source of each. The calculator counts Myriad Landscape as a source of both colors, so cutting it takes one from each count before the new cards add theirs. {W}{W} by turn three goes from 80.4% to 85.5%, and {B}{B} by turn five from 84.4% to 86.1%. The four cards that need {B}{B}, Deathbringer Liege, Deathbringer Regent, Debtors' Knell and Necropolis Regent, are all five mana or more.

That's still short. Twelve spells want two white pips, and 90% on turn three takes 36 white sources against the 32 here. Black is 27 against 30 for {B}{B} by turn five. I'd rather say that than call it fixed.

Five spells go, and two of them reanimate for an opponent too

Pendant of Prosperity enters under an opponent's control and only its controller can use it. They pay {2}, draw a card and may put a land from hand onto the battlefield, and then I draw and may do the same as its owner. I get my half of the deal when somebody else decides to start it. Victory Chimes costs {3} and adds one {C} per tap. Talisman of Hierarchy costs {2} and taps for {C}, or for {W} or {B} at 1 damage.

Together Forever prints {W}{W} and puts support 2 counters on up to two creatures once, and its {1} ability returns a creature that dies this turn. It costs {W}{W} on turn two in a box that has {W}{W} by turn three 80.4% of the time, and 12 other spells already ask for it.

Incarnation Technique mills five and returns a creature from my graveyard for {4}{B}, and demonstrate lets an opponent copy it, so they mill five and reanimate as well. Infernal Offering makes me and an opponent each sacrifice a creature and draw two, then lets me and an opponent each return a creature card from a graveyard. Both are five-mana sorceries that give an opponent the same effect. Debtors' Knell does the reanimating alone, from any graveyard, every upkeep, and it is the reason to keep a seven-drop.

Across all eight swaps, and counting Breena, creatures go from 27 to 28 and legendary creatures from 6 to 7, both from Killian. Average mana value falls from 3.88 to 3.76, and cards costing four or more go from 31 to 29. Goad sources go from three to five. The bracket floor stays at 1.

What I looked at and left out

Godless Shrine ($8.50, a promo printing) is the next land I'd buy, in place of Secluded Steppe. It's reprinted in Star Trek on 13 November 2026, so the price may fall. Vault of Champions ($16.43) enters untapped in any game where I have two or more opponents, which is every four-player pod, and it does the Chapel's job, which costs $0.22. Redemption Arc ($0.31) is a goad Aura that makes the creature indestructible, with {1}{W} to exile it later. Indestructible would protect that creature from my own Deathbringer Regent, so I'd add it only to a deck that wants the exile. Path to Exile ($0.84) does Swords' job and gives the controller a land where Swords gives life. I chose the life, for the reason above. None of these four is a Game Changer, and the upgraded list has none, so it stays at the box's Bracket 1 floor.

FAQ

Does Breena trigger when I'm the one attacking?

Yes. The trigger is "whenever a player attacks one of your opponents," and you are a player. If the opponent you attack has more life than another of your opponents, you draw a card and put two +1/+1 counters on a creature you control. Breena's rulings add that it triggers even if you control no creatures, and that an attacking opponent with less life than the player attacked meets the condition too.

Who draws the card when a goaded creature attacks?

The player who controls the goaded creature, because Breena's card goes to the attacking player. I still get the two counters. That is the cost of Martial Impetus, Parasitic Impetus and Bloodthirsty Blade. Coercive Impetus draws me a card as well when its creature attacks, and Killian draws me one whenever a creature enchanted by an Aura I control attacks.

Do Ghostly Prison and Windborn Muse tax an attacker twice?

Yes. Each one says creatures can't attack you unless their controller pays {2} for each creature attacking you, and the two requirements both apply, so each attacker costs {4}. Neither covers attacks on planeswalkers you control. Nils and Orzhov Advokist add their own limits on top, and Combat Calligrapher stops Inklings only.

Why is white still short after the new lands?

Twelve spells in the upgraded list want two white pips, and hitting {W}{W} on turn three 90% of the time on the play needs 36 white sources. The list has 32, up from 29, which is 85.5% against 80.4% for the box. Ten of the twelve print {W}{W} or more and two (Deathbringer Liege and Debtors' Knell) can pay it in hybrid. Closing the rest means cutting double-white spells, and they include Angel of Serenity, Zetalpa and Tragic Arrogance.

What do the eight swaps cost?

$4.04 in October 2026 prices at the cheapest released printing, which can be a promo. Concealed Courtyard is $0.93 and Swords to Plowshares is $0.98, and the other six cost $2.13 between them.

Is Godless Shrine worth $8.50 here?

It is the land I would buy next, in place of Secluded Steppe, and I would wait. The $8.50 is a promo printing, and Godless Shrine is reprinted in Star Trek on 13 November 2026. It is a Plains Swamp that enters untapped for 2 life, so it also turns on Tainted Field and Isolated Chapel.
